 I just got a call from a Dr. McCann at Cal Tech.  He's looking for
 faculty members and was asking if I was interested.  I'm probably 
 not, but I don't like to close doors prematurely.  It occurred to
 me that there have been some loose rumors around that you
 had shown some interest in going there.  If that's true I would
 like to talk with you about the situation there, what you think its
 prospects are, what your interests are there, etc.
 
 Also, he is having people visit down there at various times this
 summer, combining interviewing with idea sharing.  It seems that 
 Alan Kay and Ben Wegbreit plan to visit there the week of
 July 22 (according to McCann) and he invited me to come down
 at the same time.  If you are interested in making a trip down
 there for any reason and could go that week, we might end up with
 an interesting group even if the Cal Tech people are duds.

 We are collecting opinion statements on the location of IJCAI4 for the
 next issue of the SIGART Newsletter.  I assume you have seen a copy
 of Jack Minker's letter protesting USSR as a site.  I have been getting
 a fair amount of response (~25 letters)to his letter,
 almost all in agreement with him.  All of this will be included in
 the next Newsletter and is being sent along to Pat Winston and Eric
 Sandewall now for their comments.
 
 I understand that you have put together a statement on this
 matter, and if you would like for it to appear in the Newsletter then
 send it to me.  Sooner rather than later would be preferble, lthough
 the final deadline for us receiving the material is July 15.
 
 By the way, I understand from talking to the MITers that any decision
 to move the conference to Boston must be made in the next couple of
 weeks, so any opinions that are actually going to impact on that
 decision should be sent to Pat now.

 are not immediate or pressing matters, but I think they are important

 involves all of you but Marvin (and could, of course, involve him
 too, as well as Pat Winston), but I am working on the theory that
 the six of us could well spend a few hours on long-term trends and

 	The continuation of IPTO's Apportionment is now

 of things in ARPA and in the contracts and of the pressures that exist,
 and their implications and the best responses to them.  If it turns
 out not to be possible for us to meet as a group, I can talk with
 you individually, but I think it is worthwhile to try to get us all

 	The first half of IPTO's Apportionment meeting with 
 Lukasik and Tachmindji was completed yesterday afternoon.  The
 meeting went well.  The continuation of the meeting has
 not yet been scheduled.  It is unlikely that it will be this week.
 I tell you this so you will not be expecting a report this week
 or early next.
 
 	At this point, I cannot say anything definite about
 the state of IPTO's funds beyond the fact, which you know, that
 they are tight.  The main basic observation is that there is strong
 pressure on the AP project, resulting from congressional guidance,
 to come up with some definite, tangible results by December.  That
 timing is dictated by preparation of testimony to congressional
 committees next year.  The pressure should not misdirect parts of the
 program that are working on long-term objectives of such a nature that
 nothing really significant and also definite and tangible could be
 achieved by December anyway, but parts that have a good chance of
 producing congressional 'bullets' by that date should be redirected
 to produce such results.  The pressure on AI is less immediate than
 the pressure on AP, but there is definite pressure to show definitely
 applicable results on some problems of critical interest to DoD.
 
 	As soon as Apportionment is finished, I'll discuss these
 matters with you in depth.  As of this time, I am happy that
 the IPTO program has gotten into such shape that it is looking
 pretty good to ARPA Hq., and I am hopeful that my concentration on that
 aspect of the ovep-all situation has not made it look too bad to you.
   I think the most significant factors affecting IPTO and

 DISASTER HAS STRUCK.  I LEARNED TODAY FROM CORDELL GREEN
 THAT THE AI CONFERENCE AND THE JAPAN-US COMPUTER CONFERENCE
 TOTALLY OVERLAP DURING AUGUST 25-29, 1975.  THE US-JAPAN
 THING IS WELL ALONG WITH HALLS RENTED, ETC.  FOR THE AI CONFERENCE
 NOTICES HAVE JUST BEEN SENT OUT TO JOURNALS ETC ABOUT A WEEK OR SO
 AGO.  BOTH CONFERENCES EXPECT ABOUT 200 - 300 FOREIGN GUESTS.  THE
 QUESTION IS THIS: IS THE OVERLAP LIKELY TO SERIOUSLY HURT EITER
